Joint Neighbourhood Plan

Neighbourhood Planning is a right for communities, introduced through the Localism Act 2011, to shape development in their areas through the production of a Neighbourhood Development Plan, which will become part of the Local Plan and will be used in the determination of planning applications.

It must be stressed that the policies produced cannot block development that is already part of the Local Plan and thus cannot be used to fundamentally change the Sustainable Urban Extension outlined in the Thetford Area Action Plan.  It can however influence what this development will look like.

Croxton and Brettenham & Kilverstone Parish Councils will lead on the development of the joint Neighbourhood Plan.  The Local Planning Authority (Breckland District Council) will also be involved and will make decisions at key stages of the process, such asthe approval of the plan area, which it has already done.   Breckland District Council will also organise the independent examination of the plan and the community referendum that will be held at the end of the process.

The referendum is an important part of the process allowing those that live in the neighbourhood planarea to decide whether or not the Neighbourhood Development Plan comes into effect or not. This is direct democracy and outlines the importance of working with our wider community and securing their support at an early stage in the process.

A Joint Neighbourhood Plan Meeting will take place on 13th September from 10am at Croxton Village Hall. The Meeting will be in the form of an Open Public Meeting to inform residents of future Plans and proposed changes affecting our Parishes. Residents will have the opportunity to discuss these with Councillors, Planners and the Developer, and also to air their views and discuss ideas.
